Program Basics
Lifeline is a federal program administered by the FCC that provides a monthly discount of up to $9.25 on phone service for qualifying low-income households. Many providers offer completely free service through Lifeline by combining this benefit with state-level assistance.
Yes! Qualifying participants receive both a smartphone and monthly service (data, talk, and text) at zero cost. There are no monthly bills, no contracts, and no credit checks required.
The Affordable Connectivity Program (ACP) ended in June 2024 due to a lack of federal funding. However, the Lifeline program remains active. Many providers have adjusted their plans to ensure eligible customers still receive free or heavily discounted service.
Eligibility & Qualification
You generally qualify if your household income is at or below 135% of the Federal Poverty Guidelines, or if you participate in certain federal assistance programs such as:
- SNAP (Food Stamps)
- Medicaid
- Supplemental Security Income (SSI)
- Federal Public Housing Assistance
- Veterans Pension and Survivors Benefit
Under FCC rules, only one Lifeline benefit is allowed per household. A household is defined as anyone living at the same address who shares income and expenses. Separate families living in the same home (like roommates) may qualify individually if they maintain separate finances.
Application & Setup
You will typically need to provide:
- Proof of Identity: A valid government-issued ID (Driver's License, US Passport, etc.)
- Proof of Eligibility: A benefit award letter, statement of benefits, or tax returns.
- Proof of Address: A utility bill or lease agreement if not listed on your ID.
Most providers allow you to "port in" your existing mobile or landline number. You'll need to provide your account number and PIN from your current carrier during the application process.
Online applications are often approved within 24-48 hours. Once approved, your free smartphone is usually shipped via USPS or FedEx and arrives within 7-10 business days.
